This area consists of Nam Tu Liem, Bac Tu Liem, Cau Giay and part of Thanh Xuan District, and is particularly popular with expats and companies looking for slightly lower rents than the CBD.

This area is also home to the Vietnam National Convention Center, which hosts several high-profile political, entertainment and exhibition events.
